I'm on a budget right now...so I only have a few hundred to spend on mods for my 92 2.0 nt talon....
Does anyone have any idea what hp/torque gains I would get by doing the aircan mod, installing dryer ducting to direct some cold air toward the aircan, installing a pacesetter painted header/catback exhaust and installing a k&n filter?
I'm also planning on removing some weight, but I'm not sure what can be removed to save a few pounds(without making the car look like it's stripped). Also...how hard is it to hollow out the cat, is it worth it, and is it legal in PA??
Any other ideas?

Couldn't give you an actual HP but I have done all those upgrades except the dryer hose. There will be a noticeable difference in exceleration. But if you want big HP go for NOS.

headers should definitely make the difference, also if you hollow out the cat it should make significant difference, but it's not "legal" to do so :D

legal? huh? take the cat off :) you don't need it. definately open up the intake as much as you can though

your most noticeable gains will be from the header and exhaust .i have the same headers and an exauston my 2g and topend improved alot.i also have a testpipe in place of the cat.

i know some guys will rip on me for this but here goes.....
$45 for k&n replacement filter
$0 for aircan mod
around $300 or so for a pacesetter header and exhaust
and another $0 for hollowing out the catylitic converter
i know the pacesetter is crap for build quality. but the bottom line is that mine installed easily and works. i even found an issue of turbo magazine where they were able to pick up 11hp and 12 lb/ft of torque on a civic with the pacesetter exhaust and header combo.

I have the K&N filter ,cut air can, silencer removed,Accel thunder sport wires,NGK plugs,A/C removed,Stock manifold with Full 2" stainless exhaust with high flow CAT and one resonator (NO muffler)
I did all the mods at the same time (but with a stock cat)and noticed a huge difference in eceleration from a dead stop.
Now with the high flow cat the power realy comes on strong above 4000,rpm
